1. Instead of wasting such a powerful weapon on guardman that can't shoot straight, a space marine can use it a million times better. It is not like it is some massive logistic problem either, as marines already use plasma guns, and can certainly carry enough ammo for himself in a mission.
2. A Space Marine is no longer human after extensive modification. Their speed and power alone would mean that they'd demolish any 'normal' swordsman, Jedi included, without much effort. Throw in stuff like power/force weapons and it's even less of a fight.

They were designed for that purpose. Having a bolter is just an added bonus. The space marine himself is all that is required.I know it seems stupid having such little ammo (and am sure they would have more!), but don't underestimate the awesome power of a run-of-the-mill marine. They're meant to be almost machine-like in terms of battle prowess, accuracy and stoicism. They look like slow hulking things, but fluff-wise they're preternaturally fast, agile and deadly.TLDR: Think Chuck Norris in power armour.

That's your average marine. Who the fuck needs bullets?. I think they drop ammo/weapons down from orbit to resupply the marines in the field (resupply isn't represented in the tabletop game.) I would expect that rhinos, land raiders, and drop pods have plenty of ammo in them to resupply.

Guardsmen who often operate in the same AO handle some of the logistics as well. I expect that each SM carries a few magazines of ammo (in pouches not depicted in most models) and I wouldn't be surprised if when holding a position that they bring ammo boxes with them.Or they are actually similar to orks and think the emperor will provide them ammo so they just have ammo. Or orks think they don't run out of ammo so they don't. Something something forging a narrative.
